Deep inside of the towering structure standing at an expansion within the center of the Foundation, the Hall of Unity dwelled where the assembly that would decide the future of the Ferus Sea and the world that surrounds it would be chosen.

The actors in the assembly were numerous despite being merely reserved to the higher echelons of the naval organization.

From the lieutenant commanders of the two islands under the authority of the UN, to the lieutenant colonels that lead the armies of the authority, and finally, to the administrative powers of the Citadel.

They sat in their designated seats, respectful and calm, awaiting for the highest authority of the United Navy to begin the conference of the highest order.

Silence permeated in the Hall of Unity as the marble-like pillars that surrounded it stood tall with unrivalled extravagance. It was comparable to the halls of Rome or Athens, a place of authority and power.

Abraham gazed at the higher echelons of the United Navy, not reaching over a dozen, though a lot more than he had previously expected. His pitch-black eyes soon narrowed as he finally spoke with a calm yet firmed voice.

"I have summoned you into the Hall of Unity for an announcement. I have made a choice, and planned to walk into the greatest path of the United Navy." His words echoed throughout the hall, reverberating in its ivory-cladded corners.

Confusion, wonder, and calm were the emotions that everyone below the fleet admiral felt. They were curious as to what path he had chosen. However, regardless of what kind of road it may be to the future, they would be willing to lay down their lives for it.

As the fleet admiral was their shepherd in a world entirely unknown to them.

"It is a given..."

"The United Navy shall established its own country amidst the political powers that encapsulated this world. Not a backwater country waiting to be eaten by empires, but a Government that would walk into the path of liberation and freedom."

"This world has been shrouded with the tumors of an ancient disease known as ignorance. Suffering might not be seen or felt by the victors, but the lost of freedom and the onslaught of domination has made sure of its existence."

"We, members of a modern world, shall assure the freedom of all sapient life. As it is the will of our ancestors, and the path our people have chosen for themselves. However, for us to stand in this world, we must become a power of our own."

"As I have said before, the establishment of our own country is a foregone conclusion since the beginning. It shall happened regardless of the critics and the rejections that comes after it. The consequences of its creation will bring forth the blueprint of a true and secure society."

"Now, may I ask you my generals and lawmakers, do you reject this decision?" Abraham squinted his eyes, gazing at every member that had joined him in this confidential meeting. The entire assembly had been done in secret, partly because of the ramifications of an unexpected creation of country.

There was no need for the others to know about every plans and operation conjured by the United Navy. It wasn't their right yet as they were nothing more but allies of the naval organization.

At any rate, silence permeated through the air. Solace appeared to consume the entirety of the Hall of Unity. None of the lieutenant commanders, colonels, or administrative powers had a strength to utter a single word from their mouth.

However, it only took a short while for the expected reactions to come true. One of the lieutenant commanders straightened his back and saluted to the fleet admiral. He was none other than the first one summoned by Abraham, Lieutenant Commander Morgen.

"For the United Navy!" His roar resonated in the interiors of the assembly hall, pulling those within it from their trance. All of them immediately followed suit and saluted to the highest authority before uttering the same words as the lieutenant commander. "FOR THE UNITED NAVY!"

Seeing their determined expressions that seemed as though they were willing to go to hell with him, Abraham couldn't help but softly smile and announced the end of the introductory. "Alright, it looks like all of you are ready."

"The introduction shall end, and let us talk about the establishment of our country."

And so, the conference of what was considered as the dawn a new established order had begun.

The members within the Hall of Unity quickly participated in the discussion of the country they will be creating. Ideas were thrown into the open about what kind governance the country would be in question of.

There were all kinds of ideas, from the usual democracy, bureaucracy, confederation, republicanism, federalism, and many more, some even marking in communism, socialism, or autocracy, although these were sociopolitical philosophies.

Anyhow, the discussion of the kind of governance was a heated debate about the disadvantages and advantages of the spoken form of governance. From the troubles of a fractured state, to the corruptness of a single power.

It was quite a great conversation as Abraham had finally been given a sign of what kinds of views his subordinates had in their minds. Some were leaning into the liberation-motto, but there were some with views of law and order.

Unexpectedly, Charlotte also joined in on the meeting between the higher echelons of the United Navy. Her opinions about governance was something that actually brought out a clandestine issue.

It was entirely related to the fleet admiral of the naval organization, about what kind of role he may play in the country that the United Navy has built. At that very moment, the two sides of freedom and order had reached into a singular conclusion.

Autocracy.

Obviously, the moment Abraham heard of it. He quickly dispelled the idea, for obvious reasons. His life was far from being short-lived in comparison to normal humans. With this in mind, if accepted the path of Autocracy, he might be forced to work for eternity.

And surprisingly, his rejection was outright rejected by his subordinates. They argued that he was the highest authority of the United Navy. There was no used for a democracy that would not be heeded by the power of a single individual.

It was better to not pretend to be an illusion of a democratic government. With this, he could only sigh in defeat as he understood that they had no plans in going back with their thoughts. Abraham couldn't help but glare at Charlotte, who cheekily grin, which surprised him.

After all, a smile was already rare for the famous frozen empress. At any rate, he had to figure things out, otherwise, he would be forced to work for the United Navy for an eternity. Such fate brought chills into his spine.

A moment of thoughts later, he couldn't help but lightly cough and brought forth his opinion. "Let us instead make a combination of governance. Our nation will be built upon federalism with a prime minister handling the governance of the country."

"And, above the prime minister will be the autocratic part that you lot seem to desire." His gaze narrowed before he continued. "I appear to be shackled by you, so I will stand beyond the authorities and powers of the government."

"All of you will follow my commands once I utter them, from my whims to my choices. Will that be enough for you?" Abraham sighed once again while the ones below him nodded with complete satisfaction. It was as though they had avoided Armageddon.

As Abraham sat back on his seat, Laplace stepped forward and calmly remarked. "Charlotte is pretty smart. She brought forth an issue that you must not have thought of in your plans in establishing a nation. The simple question of who will rule over it."

Abraham raised an eyebrow, trying to understand the meaning of her words. "Becoming an emperor isn't within the list of dreams that I plan to carry out in my life." He softly stated, saddened about the fate of his life.

"Your subordinates have already understood full well the state of your being. They know of your existence lasting longer than them, longer than any generations they could ever dreamed of."

"Countries die the moment the reason of the establishment fades. And because time is the mortal enemy for any nation, the reasons why dims in each passing generation. With you around standing at the top, you can assure that it doesn't stray from the path it had come to be."

"That is your responsibility for creating it, Abraham?" Laplace smiled at the middle-aged man, who couldn't come up anything against what she had uttered from her supple lips.

"You know, I won't be able to spend time with you in every moment with this responsibility around." Abraham muttered to himself, though clearly heard by the dragoness. "We have a lot of time to spend with each other. Besides, I will always be beside you from sickness until death."

"Is that a proposal?" Abraham grinned at Laplace, who tilted her head, curious about what he could have meant. "I don't get what you mean. What I said is a fact, not a proposal. The moment you became my partner, you have become mine." Laplace smirked, though Charlotte merely shook his head in the background.

The establishment of a country was ongoing before them, and they had the time to flirt? Though, she had to admit that they were good at it. "Abraham, do you have a name for this country of ours?"

Abraham returned from the flirting conversation between himself and the dragoness, calmly responding. "I already have a name in mind. It's fairly simple."

"It's the United World Government."

Charlotte, Laplace, and Mercedes couldn't help but chuckle. Abraham was confused, but Systema quickly gave him a suggestion of what the reason may be. Though, quite surprising for her to talk out of nowhere without a question or a command from him.

Without a hint of hesitation and delay, Laplace jumped into Abraham, hugging him tightly. "As expected of my Abraham, it seems that you already look further than all of us combined. To think you already plan to rule over the world. That's one of the many traits I love about you."
