" Give it up, Rogers! Get that door open! You have nowhere to go!" STRIKE Agent said but Steve breaks through the glass in the elevator and plummets down to finally hit the ground floor, from his monitor Sitwell watches in shock as Steve gets up and starts running off.

" Are you kidding me?." Jasper Sitwell exasperated while ordering the STRIKE team, "He's headed for the garage. Lock down the bridge!" Steve rides out of the SHIELD garage on his motorcycle, evading the obstacles laid out but then a Quinjet emerges ahead of him.

"Stand down, Captain Rogers. Stand down" Quinjet Pilot said as the Quinjet lowers its machine gun. "Repeat, stand down." as Steve doesn't stop they start shooting at him, Steve throws his shield into the propellers to jam it, giving him an opportunity to hop onto it and do more damage to the jet with his shield before jumping off as the jet goes crashing down and he escapes.

"Eyes here" Jasper Sitwell said to the SHIELD agents, including Agent 13, everyone looks at Sitwell. "Whatever your op is, bury it. This is Level One. Contact DOT. All traffic lights in the district go red. Shut all runways at BWI, IAD and Reagan. All security cameras in the city go through this monitor, right here. Scan all open sources. Phones, computers, PDAs, whatever. If someone tweets about this guy, I want to know about it."

" With all due respect, If SHIELD is conducting a manhunt for Captain America, we deserve to know why." Sharon Carter said

"Because he lied to us. Captain Rogers has information regarding the death of Director Fury, he refused to share it. As difficult as this is to accept, Captain America is a fugitive from SHIELD." Alexander Pierce said as he enters the room.

The Agents understood their order and went back to follow it.

In civilian clothes, Steve met with Kenichi and Natasha in one of Kenichi's safe house, he had successfully slipped a note for the address of the safe house in Steve's uniform which he found out after getting out of the headquarters. �

"How did you know I will run from the HQ?" Steve asked

"Because, I knew you won't tell them what Fury told you and they would suspect that you know the truth so they will try to capture you and you would run" Kenichi explained

"What truth?" Steve asked

"That SHIELD is Hydra" Kenichi replied hearing which Steve was stunned to silence.

"What!?" When he finally found his voice this was all he could ask.

"When Germany lost the war, the winning countries decided to assimilate their resources and these resources includes Humans as well. Humans that were excellent intheir fields such a scientist, doctors and engineers SHIELD or SSR which was it's predecessor did the same with Hydra that lost to them, hence allowing them to grow inside it." Kenichi explained and Steve's mind exploded with this information.

Seeing his dazed expression Kenichi motions Natasha to bring in a laptop and took out the pendrive that Steve passed to him.

"I bet you knew Fury hired the pirates, didn't you?" Steve asked Natasha

"Well, it makes sense. The ship was dirty, Fury needed a way in, so do you." Natasha said as she placed the laptop on the table

' I'm not gonna ask you again. Tell me what you know Natasha " Steve Rogers said

" I know who killed Fury. Most of the intelligence community doesn't believe he exists, the ones who do call him the Winter Soldier. He's credited with over two dozen assassinations in the last fifty years." Natasha Romanoff said

" So he's a ghost story." Steve Rogers said

" Five years ago I was escorting a nuclear engineer out of Iran, somebody shot out my tires near Odessa. We lost control, went straight over a cliff, I pulled us out, but the Winter Soldier was there. I was covering my engineer, so he wanted to shoot him straight through me. But I was different from all his other targets as my master is a ninja, so I jumped down the cliff with the engineer and handed him off to my contact but the whole team does before they could reach the headquarters, he took out the whole team of elite SHIELD Agents to get to the engineer when he couldn't get to him through me. Even though I cleared my mission it still felt like aa failure to me" Natasha explained

Going after him is a dead end. I know, I've tried. Like you said, he's a ghost story." Natasha further stated

"Well, let's find out what the ghost wants." Kenichi said as he inserted the pendrive in the laptop.

While Steve was meeting with Kenichi and Natasha, Pierce is holding another virtual meeting with the World Security Council.

"Nick Fury was murdered in cold blood. To any reasonable person, that would make him a martyr, not a traitor." Alexander Pierce stated

"You know what makes him a traitor? Hiring a mercenary to hijack his own ship." Councilman Rockwell said

" Nick Fury used your friendship to coerce this council into delaying Project Insight. A project he knew would expose his own illegal operations. At best, he lied to you. At worst..." Councilman Singh didn't complete his sentence but the meaning was clear behind it.

" Are you calling for my resignation? I've got a pen and paper right here." Alexander Pierce said sarcastically

" That discussion can be tabled for a later time." Councilwoman Hawley stated

" But you do want to have a discussion." Alexander Pierce comments

"We've already had it, Mr. Secretary. This council moves to immediately reactivate Project Insight. If you want to say something snappy, now would be a good time." Councilman Rockwell orders

"The drive has a Level Six homing program, so as soon as we boot up SHIELD will know exactly where we are." Natasha said as she started working to open the pendrive

"How much time do we have?" Steve Rogers asked

"Uh...about nine minutes from... " Natasha Romanoff said as she opens the file in the drive, with various folders "Now. Fury was right about that ship, somebody's trying to hide something. This drive is protected by some sort of AI, it keeps rewriting itself to counter my commands."

"Can you override it?" Steve Rogers asked

"The person who developed this is slightly smarter than me. Slightly." Natasha Romanoff said while Rumlow and his team start circling around various blocks thinking they have Steve but then the homing program pings in different direction every 2 minutes. I'm gonna try running a tracer. This is a program that SHIELD developed to track hostile malware, so if we can't read the file, maybe we can find out where it came from."

"Give it to me," Kenichi said as he took the laptop from Natasha and started typing, he is thankful that he decided to keep learning hacking from Niijima after he taught it to Skye who had already surpassed him by now.

Steve looks at the screen and sees the signal traced to somewhere in New Jersey

"New Jersey."
